IT IS depressing that not one of the candidates for the Labour leadership in Scotland is prepared to tackle an issue that is undermining our public servants, alienating voters and eroding our democracy. And they are not alone; the other parties seem equally unconcerned.
It is an issue that affects (or rather, infects) every public service in Scotland. The latest outbreak was announced by The Scotsman last week as a plague among headteachers – they are going down like flies.

I don't know about top down governance, but the incumbent Scottish government entered into a concordat
with the 32 councils to allow them more freedom for local democracy!

Excellent article.
This management style encourages little Hitlers. It also stifles intitiative.
From my 50 years experience in oil exploration I cn confirm that I get the best results when I leave my workforce to gt on with the job. I simply lay out what I need to be done. From then, it's up to the workers. I treat them as professionals.

Is it, as it seems, the Country is plagued with EU-ism throughoutand being controlled by their well disguised breed of 'Little Hitlers!' - ready for the take-over and complete control!

It must be a sure sign when we see our once wonderful Country now in absolute chaos - yet the culprits for bringing us to this state - 'them as is running the show!' - the so called Government,and they know it, yet continually they are getting away with it and suffering no penalties whatsoever, no matter the cost to us of their seemingly only outstanding ability - utter and disgraceful incompetence at almost everything they get involved with!

2010 may be too late to stop the ROT!
